In the photo report about the 40 years of Gaddafi coup published by BBC today
we can see an image of plenty of flags showing green Arabic words (not sure if
it is the Shahada) over a white background:

If the Arabic words are actually the Shahada, the flag could be the al-Liwaa
related to the Islamic Caliphate (but it is ideologically unconnected with
Gaddafi's Libya where hard Islamic movements are unlawful)

It seems that there are two different flags. The one that I could figure out
had the inscription "Allahu Akbar". I couldn't figure out the second, but it
doesn't looks like the Shahada.
